Electronic Wastes Threaten Uganda

Electronic waste is emerging as one of the risky environmental threats to Uganda according to Ssuubi FM. Much of the electronic waste in Uganda is generated from electronic exports such as computers, mobile phones, and television sets. These electronics give rise to substantial pollution and health problems due to the many hazardous chemicals they contain.

A few years ago, government decided to lower import tariffs on used and new computers to enable people access information technology, but this ushered in a great number of obsolete and junk computers being sold on the Ugandan Market.

Kizito Mugambwa, an education officer at the National Environment Authority –NEMA says the organization has recognized the dangers posed by electronic waste and is calling upon government to take urgent steps. But Lwasa Omar, chairman Uganda Pay TV and Subscribers Association says there was a pressing need for the government to come up with a policy on electronic waste management.

Omar says many organizations were buying new computers and other equipment and dumping old their products cheaply into market to ignorant buyers. Harry Langa Langa, chairman Uganda Electronics and Technicians Association, says there there is no policy to guide the disposal of electronic waste in Uganda.

Langa is worried over the rate at which Uganda has been turned into a dumping ground for used electronic equipment, many of which is sold cheaply to schools, offices and other institutions..

Last week, Dell one of the biggest computer manufacturers, announced a new policy to ban the export of all non-working electronic components and equipment to developing countries.

The company says its stance now goes further than the requirements of the UN Basel Convention which prohibits the exports of certain types of electronic waste based in part on its chemical content.

Patrick Mwesigwa, director technology and communications, Uganda Communications Commission says the government together with United Nations Industrial Development Organization plan to develop a strategy for the electronic waste management.
